Missions
Missions can use the PSP IQC for program implementation through one of three mechanisms:
1. Missions can issue their own task orders for competition among the prequalified consortia. Missions develop their own scopes of work and directly manage their own programs. Administrative and technical authority rest with the missions, with Global Health (GH) involvement as needed or desired by the mission. Please note that all SOW must be approved by the PSP Cognizant Technical Officer (CTO) or Technical Officer (TA) and inclusion of standardized indicators for monitoring and evaluation may be required.
2. Missions can transfer field support into the GH-managed Task Order 1 (TO1), for activities in keeping with the scope of work for PSP. Administrative and technical oversight for these activities is managed in a similar fashion to other centrally awarded GH projects.
3. In specific circumstances, a Mission may request GH to issue a task order and transfer field support funds to GH for that purpose. USAID/W will manage the competitive award of a separate task order for the Mission's program (with Mission involvement.) Administrative and technical authority can be transferred to the field following the award, depending on Mission preferences.
