What to consider when thinking about issuing a TO under PSP
· For CTOs/technical staff: please contact the USAID/W PSP management team if
you are interested in using the PSP IQC. The PSP management team in
GH/PRH can help with:
· Answering questions about how to put together a
Request for Task Order Proposal
· Answering questions about the pros and cons of
particular mechanisms, including PSP, and whether the scope you have in mind
falls within the PSP SOW.
· Sharing experiences from other missions/operating
units and providing examples of RFTOPs.

· Every Task Order issued under the PSP IQC should
collect 2-5 indicators from among a central list developed by the core-funded
PSP-One task order. The PSP performance monitoring plan is available at
the PSP-One website at: www.psp-one.com.
The following are examples of language included in past RFTOPs regarding the
requirement for including standard indicators in any TO PMP:
1. “In addition PSP will have a central set of indicators
that will track overall progress for all the Task Orders in different
countries. The offeror must include 3-5 indicators from this central list
(available at: http://www.psp-one.com). In addition, as part of the offeror’s
workplan(s), indicators specific to this Task Order for XXX will be developed.
OR
2. Work Plan and Performance Monitoring Plan. Within 60 days of award, the XXX contractor will
submit an initial work plan and budget for the implementation of the task order
through DATE. Subsequent work plans will be submitted and negotiated for
each year cycle, which currently runs from MONTH through MONTH. The
initial work plan will include a proposed Performance Monitoring Plan (PMP) for
the entire period of performance including the process for collecting baseline
data and including at least two, and up to five, of the standardized indicators
that will be used by all recipients of task orders under this IQC. The TO
work plan and the performance monitoring plan will be subject to the approval
in writing by the Task Order CTO.
· The preferred method for releasing RFTOPs is to email
them directly to each IQC holder. While we make a best effort to keep
contact information for each IQC holder currently on this website, please
contact the PSP IQC management team in USAID/W for up to date contact
information before releasing any RFTOPs. We will send you the most
current email addresses we have for each IQC holder.
· The PSP IQC management team in GH is available to help
with reviewing or drafting statements of work under the PSP IQC. Please
